    Certified by an Apostille issued by the Office of the Secretary of State in        the respective state; 
    Accompanied by a certified translation. 

The full text of the document is to be translated into Russian or English and signed by a certified translater. Consul varifies the translation and fasten together apostille, original document and translation in a way acceptable in the Russian Federation.
